	3月23日，北京市“大气污染执法年”行动启动新闻发布会在北京市**召开。此次行动将围绕散煤、高排放机动车、城乡结合部等重点防治领域和区域，按照行业管理和属地监管相结合的原则，通过开展贯穿全年的“治散煤”、“净四气”、“降三尘”三大执法行动，加大环境监管执法力度，严厉打击各类环境违法行为，加快推动空气质量改善。

	“大气污染执法年”行动由“治散煤”、“净四气”、“降三尘”三项重点工作组成。“治散煤”专项整治行动将针对散煤生产、加工、储存、运输、销售、使用等各环节，由质监、环保、城管执法、工商、交通执法等部门，依据职责从各环节强化监管，通过在重点时段、重点部位开展联合执法，严厉打击非法生产、销售、使用劣质散煤的行为，取缔违法违规的煤炭企业和销售点。“净四气”（燃煤废气、VOCs废气、工业废气和机动车尾气）大气污染专项执法行动以贯彻落实新修订的《环境保护法》、《大气污染防治法》，严格执行《北京市大气污染防治条例》为重点，通过开展燃煤设施使用和违法不使用清洁能源专项执法行动，挥发性**物（VOCs）行业专项执法行动，“小散乱污”企业、工业大院排污专项整治，移动污染源专项执法行动四个专项，严厉打击污染物**标排放、无污染防治设施或设施不正常运行、不使用清洁能源等各类环境违法行为。“降三尘”大气污染防治行动重点聚焦施工扬尘、道路遗撒致尘、因烧致尘问题，通过开展工地扬尘和渣土运输泄漏遗撒、露天烧烤、露天焚烧三大整治行动，加大源头监管和执法查处力度。

	“大气污染执法年”行动共分三个阶段：3月1日至3月20日为动员部署阶段，目前已部署完成。3月21日至11月30日为检查整治阶段，各区集中开展“治散煤”、“净四气”、“降三尘”专项执法行动，并在此基础上，各区结合辖区实际，开展有针对性的专项检查整治，依法采取按日连续处罚、查封扣押、限产停产、行政拘留、关停取缔等措施，严厉打击环境违法行为，公开曝光一批严重违法企业。12月1日至12月31日为收官督查阶段，市级执法行动牵头部门对各区“大气污染执法年”行动开展情况进行收官督查。
